Attached are draft rules for the regulation of student Interpreters and Interpreters. They are founded on those in force in the Straits Settlements and Federated Malay States,
In the estimate framed by me of the cost of the proposed scheme, contained in C.S.O.708/1900 I put down $380 as the salary of a Chinese teacher and $120 as that of Translation teacher. I recommend that temporarily a Chinese teacher should be engaged at $20 a month; this amount will be necessary as a really good man is wanted, to be on the spot from 2-4 P.M. The student Interpreters will study Chinese for an hour, or perhaps to begin with, for an hour and a half a day, (it depends upon what knowledge of Chinese they have). Whilst they are not studying Chinese, the teacher will remain in the room and keep order. For half an hour, they will be taught translation. Temporarily, Mr. Sung of the Registrar-General's Office, who is by no means a bad translator, should be given $15 a month to help the Registrar-General at this work.
A vote should be taken for the following amount:-
Allowance to 5 student Interpreters for 3 months $400 Quarters for student Interpreters 34 Incidental Books, Furniture 80 Salary of Chinese teacher 180 Salary of Translation teacher 120The posts which are to be filled by members of the Interpretation Department must then be selected. I have indicated them in my estimate.
Heads of Departments should be informed of the creation of the Interpretation Department and the duties of the Registrar-General, and the nature of the dual control should be explained. For the performance of their duties, interpreters will be responsible solely to the Head of the Department in which they are placed, but as the Registrar-General is responsible for the efficiency of interpretation, movements of interpreters from one Department to another, and promotions will be made on his recommendation, but not without consulting the convenience of the various Departments concerned.
The amount at which I have fixed for the bond is $500, roughly the cost to the Government of the 2 years' training given to each student interpreter. The rules should be printed and a copy given to each candidate.
